The short version, before the list

Hertford County and the town of Hertford are two different places. This site covers Perquimans County, whose county seat is the town of Hertford. Is the town of Hertford in Hertford County?

No — and this is the single most confusable fact in Northeast North Carolina real estate, so here it is plainly. Hertford County and the town of Hertford are two different places. This site covers Perquimans County, whose county seat is the town of Hertford. Hertford County is a separate county about 45 minutes west, and its county seat is Winton. The town of Hertford is not in Hertford County. We cover that county too, on its own site.

Why do they have the same name?

Both were named after Hertford, England. The county was named in 1759 for the Marquess of Hertford; the town was established in 1758 and, per NCpedia, named after the English town as well. Nobody was trying to confuse you, but the result is two unrelated places in one state sharing one word.

How do I tell which one a listing is in?

Check the county field on the listing or the deed, not the city line. A property with a Hertford, NC mailing address in ZIP 27944 is in Perquimans County. Hertford County addresses are Winton, Murfreesboro, Ahoskie, Cofield and Harrellsville. If a search returns results 45 minutes from where you expected, that is almost always what happened.

Why is this site called perquimanscountybuyersbrief.com rather than being named after the town?

Deliberately. Every other site in this family is anchored on its town — Edenton, Elizabeth City, Columbia, Plymouth. Anchoring this one on the town of Hertford would have collided directly with the separate Hertford County site in search. Putting "county" in the domain does the disambiguation on its own, which frees the writing to use the town's name as often as it should, because that is what people actually search for.

What is the FHA loan limit in Perquimans County?

For calendar year 2026, HUD lists $805,000 for a one-unit property — the highest FHA limit of any county in North Carolina. The standard limit in ninety-one NC counties is $541,287. There is no published explanation for the difference, and HUD's own median sale price figure for the county is $175,000, so verify it on HUD's lookup before you rely on it.

Can I get a zero-down USDA loan here?

If you meet the income rule, yes, anywhere in the county. Checked against USDA Rural Development's own eligibility map service with controls, there is no ineligible area anywhere in or near Perquimans County — including downtown in the town of Hertford. The income rule is 115% of area median household income; get the current dollar figure from USDA's tool or a USDA-approved lender.

Is there a land transfer tax?

Yes. Perquimans County levies a local land transfer tax of $1.00 per $100 of consideration — one percent, rounded up — paid at recording, in addition to North Carolina's statewide excise tax of $1.00 per $500. Only seven NC counties levy it. Who pays is negotiable, so make it an explicit term of your offer rather than a settlement-statement surprise.

Do I need a CAMA permit for a waterfront property?

Probably, if any of the work falls within 75 feet of normal high water on an estuarine shoreline. Perquimans is one of North Carolina's twenty CAMA counties. Impervious surface within that Area of Environmental Concern is capped at 30 percent. Neither the county nor the town has a Local Permit Officer, so a CAMA minor permit comes directly from the Division of Coastal Management's Elizabeth City field office at (252) 621-6450, with a stated turnaround of 25 days from a complete application.

Is the historic S-shaped swing bridge still there?

Not the original. The 1929 swing span was removed in July 2021 and the bridge carrying US 17 Business today is a 2022 replacement — built with a truss swing span, Oregon rails and matching pedestrian lights under a 2017 Section 106 agreement so that it echoes the original. It is a working drawbridge and it still opens on signal.

Does National Register listing restrict what I can do to my house?

By itself, largely no. NC SHPO's own FAQ says listing "is mostly an honorary designation" and that unless federal funds, permitting or licensing are involved, "you may do anything you like with your property." What can restrict you is a local historic district overlay with Certificate of Appropriateness review, which is a separate municipal designation. The Town of Hertford has a Historic Preservation Commission; whether a local overlay applies to a specific parcel is something I could not settle from the published ordinance, so call Town Hall and ask about the property before you plan exterior work.

Are there flood insurance discounts here?

No. Neither Perquimans County nor the town of Hertford nor Winfall participates in FEMA's Community Rating System, so there is no CRS class and no CRS discount. All three do participate in the NFIP, and the current effective flood maps are dated December 21, 2018.

Do you show market medians and days on market?

Not right now, and I would rather tell you why than show you a stale number. This site's MLS connection is not yet provisioned, so every listing surface degrades to an honest empty state rather than displaying a figure I cannot currently source. Census figures — median home value, income, population — are published throughout the brief with their vintages, because those I can source.

Is any of this gated?
