The $805,000 Question
Perquimans County has the highest FHA loan limit of any county in North Carolina. Nobody in the market explains it. Here is what it is, what it is not, and everything else that touches your closing statement.
1. The FHA limit
I queried HUD's official FHA Mortgage Limits lookup for calendar year 2026 — state North Carolina, county Perquimans, FHA Forward. The result:

I then ran all one hundred North Carolina counties through the same lookup. Only nine exceed the floor, and Perquimans tops the list:

I am not going to explain this number, because I cannot
HUD's own published median sale price for Perquimans County, on the same results page, is $175,000. The limit has been unchanged since at least CY2024 and the older rows carry "Last Revised 01/01/2021." There is no HUD statement — no grandfather clause, no hold-harmless provision — that accounts for it in any source I could find.
So treat it as real, current as of January 1, 2026, and potentially temporary. Verify it yourself on HUD's lookup before you build a plan around it.
Two things people assume that are wrong
Perquimans is not grouped with Pasquotank. It used to be — HUD's CY2024 and CY2025 rows put Perquimans in the Elizabeth City, NC micropolitan area. For CY2026 HUD lists it as NON-METRO (MSA code 99999), and the 2023 Census/OMB delineation file has no entry for Perquimans at all. Pasquotank sits under Elizabeth City (21020) at the $541,287 floor. Two adjoining rural counties, an FHA gap of $263,713.
Conventional financing here is completely ordinary. The FHFA conforming limit for Perquimans County in 2026 is $832,750 — the plain national baseline, the same figure as Pasquotank's and as most of the country. The anomaly is FHA-only. Nothing about this county carries a general high-cost designation.
Practically: the FHA ceiling only matters at the very top of this market, which is a small number of transactions. What it does mean is that essentially nobody buying in this county is blocked by an FHA limit, which is not something you can say in most of North Carolina.
2. USDA — the whole county qualifies
USDA's Section 502 Guaranteed programme is, in USDA's own words, 100% financing: "no money down for those who qualify."
I checked eligibility against USDA Rural Development's own eligibility GIS service — the layer that backs the public map — and validated the method with controls first (Raleigh and Norfolk both correctly returned ineligible-area hits). Then I tested downtown in the town of Hertford, the town's Census internal point, rural northeastern Perquimans, and the county's entire bounding box.
Zero ineligible area anywhere in or near the county
That is confirmation at parcel geography, not a county-level assumption. The entire county — including the town of Hertford itself, which is the part that surprises people, since USDA excludes many towns of comparable size — sits inside an eligible rural area.
The income rule, quoted rather than paraphrased: applicants must "meet income-eligibility (cannot exceed 115% of median household income)." I am not publishing a dollar income limit on this page. USDA's rate-and-term documents block automated retrieval and I could not verify a current figure, and a stale income limit is exactly the sort of number that wastes somebody's month. 3. The 1% local land transfer tax
This is the part of the page that saves people money, and it is the part almost nobody arrives knowing.
Perquimans County levies a local land transfer tax of $1.00 per $100 of consideration — one percent, rounded up to the next dollar — paid to the Register of Deeds at recording. Only seven North Carolina counties levy it. Per the county's own page, the others are Camden, Chowan, Currituck, Dare, Pasquotank and Washington.
It applies to regular sales and exchanges, deeds from nonprofit and religious organisations, leases exceeding ten years or with renewal options past ten years, and timber deeds. Exemptions include deeds of gift, foreclosure deeds and deeds in lieu, government transfers, short-term leases, transfers requiring no consideration, and transfers by operation of law, will, intestacy or merger.
And it is on top of North Carolina's statewide excise tax under N.C.G.S. § 105-228.30 — $1.00 on each $500 of consideration, paid by the transferor before recording.
Make it a term of the offer
Who pays the local transfer tax is a matter of contract, not law. That means it is negotiable — and it means it should appear as an explicit term in your offer rather than as a surprise line on the settlement statement. On a $300,000 purchase it is a four-figure item. Buyers coming from the ninety-three North Carolina counties without it have literally never seen the line before.

4. Down payment assistance
The North Carolina Housing Finance Agency runs the state's homebuyer programmes, and they stack with FHA, USDA and conventional loans depending on the product. I do not publish NCHFA dollar amounts or rate terms on this site, because those change and a stale figure here is worse than no figure — see the NCHFA page for what the programmes are and where to get current terms.
5. If you are buying an old house
North Carolina's 15% homeowner historic rehabilitation credit applies to state-certified historic structures, which includes buildings certified as contributing to a National Register district — so qualifying properties in the Hertford and Hertford West districts are in scope. Minimum $10,000 of expenses, maximum $22,500 credit, 24-month window, once per five years, nine-year carryforward.
Two warnings. The federal 20% credit applies only to income-producing property and does nothing for a house you live in. And the state statute sunsets for expenses incurred on or after January 1, 2030. Detail on the tax credit page and in Chapter 3.
6. The order I would do this in
- Get pre-approved before you look, and tell the lender you are buying in Perquimans County specifically. If they are not local, they may not know about the transfer tax or the FHA limit, and both will come up.
- Check USDA income eligibility early if zero-down matters to you. It either works or it does not, and knowing which changes what you look at.
- Get flood and hazard quotes before you go firm, not after — see Chapter 5. There is no Community Rating System discount in this county.
- Put the transfer tax in the offer as an explicit term.
- Re-run your monthly number with insurance and taxes in it — county $0.55 per $100 for FY2026-27, roughly doubled to $1.07 inside the town of Hertford or Winfall (that municipal add-on is carried over from the prior year and not independently reverified) — before you remove contingencies.
