I have had this conversation enough times that it is worth writing down once.
Hertford County and the town of Hertford are two different places.
The town of Hertford is the county seat of Perquimans County, on the Perquimans River, about fifteen minutes west of Elizabeth City. Hertford County is a separate county roughly 45 minutes west of there, and its county seat is Winton. The town of Hertford is not in Hertford County, has never been in Hertford County, and the two are not adjacent.
Both were named after Hertford, England. That is the whole explanation. Nobody did this on purpose.
Why it matters in a transaction
It is not a trivia problem. It has consequences:
- Listing searches. Set a county filter, not a city filter, and read the county field on the record. A property with a Hertford, NC address in ZIP 27944 is in Perquimans County.
- Public records. Your deed, your plat, your tax record and your transfer tax all go through the Perquimans County Register of Deeds. If you or your attorney search the wrong county’s records, you find nothing and conclude something is wrong with the property.
- Permits. Zoning, septic and well, flood determinations — all Perquimans County or Albemarle Regional Health Services, not Hertford County’s offices.
- Everything financial. And this one is genuinely expensive: Perquimans County levies a 1% local land transfer tax at recording, and Hertford County does not. Perquimans County’s FHA loan limit for 2026 is $805,000; Hertford County’s is $541,287. Getting the county wrong gets both of those wrong.
The rule I follow in writing
On this site I write “the town of Hertford” or “Hertford, NC (Perquimans County)” and never a bare “Hertford” where a reader could take it for the county. That is precision rather than avoidance — the town’s name is what people actually type into a search bar, and it deserves to be used correctly rather than dodged.
It shows up in official documents too. NC DEQ’s published list of the twenty CAMA coastal counties includes both “Hertford” and “Perquimans” — that “Hertford” is Hertford County. Both counties happen to be CAMA counties, which does not help anyone keep them straight.
